To ascertain perfect ring size - either measure the width (diameter) of an existing ring that fits well or measure the circumference of your finger, with a tape measure. If you don't have a tape-measure handy simply mark a strip of paper or a piece of string and then use this to measure the circumference of your finger, next to a ruler.
